'East Riding partners will raise skills levels and increase opportunities through collaboration by providing high quality, responsive and flexible provision: meeting the needs of the individual, the community and current and future requirements of the local economy; providing access to flexible progression routes from first rung through to higher level skills; raising aspirations and motivation; so that lives are enhanced and skills levels rise.' (Vision statement, East Riding 19+ strategy for learning 2006)
The above draft vision statement, draft strategy, entitlement statement and action plan have been produced following a wider partnership event held in March 2006. A writing group consisting of partners in the East Riding have prepared the strategy to shape the way we plan, develop and deliver adult provision.
The strategy will result in:
- Accessible, sustainable and appropriate high quality provision
- An appropriate learning infrastructure
- Increasingly flexible progression routes from pre entry to Higher Education alongside suitable support
- Motivated and skilled adults
- IAG services that are impartial
- A well skilled workforce in the public and private sectors
- Communities able to take advantage of regeneration and renaissance opportunities
- Collaborative marketing of provision, grants, awards and promotional activities ie Adult Learners Week, Family Learning Week, Learning At Work Day
- Removal of barriers to participation
- High levels of customer satisfaction
The infastructure for delivering the strategy is currently being developed. The partnership arrangements for delivering the 19+ Strategy for Learning will complement renaissance, market towns and inward investment strategies as well as complementing the 14-19 Local Area Partnerships.
